He was able to get the win after dropping Cuellar three times with precise hits to take his unbeaten record to 20-0 with 19 knockouts.
Davis, 23, became a two-time world champion after losing his first world title on the scales last year.
The IBF stripped the Baltimore native of his belt when he failed to make weight on the Floyd Mayweather Jr. vs Conor McGregor undercard against Francisco Fonseca in Las Vegas.
He said: “There’s always bumps in the road when you want to become successful.
“It’s all about how you bounce back and tonight I showed that I’m a true champion.”
Davis said he wasn’t focused last year when he lost his IBF title on the scales saying how fighting on a massive bill got to his head.
He added: “On the undercard of Mayweather-McGregor fight, I just wasn’t focused.

“It was the second time fighting on his card, so it got to my head and it showed.
“After the fight, I went home and talked to my team and we decided it was time to leave Baltimore.
“I’m focused and it showed because I’m a champ again.”
Davis also told Gray after the fight that he would like to fight the winner of the 130-pound title bout between Tevin Farmer and Billy Dib to unify the super featherweight division.
He said: "I definitely want that. Let's unify baby!"
