United want to offload the defensive pair in order to fund a £60million move for Leicester centre-back Harry Maguire.
The 25-year-old enjoyed an impressive World Cup with England and could leave the Foxes in the next fortnight.
Wolves have splashed the cash this summer ahead of their first season back in the Premier League.
And according to the Daily Telegraph, they are prepared to pay £25m for Rojo.

Manchester United want to sign Croatia World Cup star Ivan Perisic before they let Anthony Martial leave, writes Mirror Football’s David McDonnell.
Martial, who has returned from United’s pre-season tour of the US for the birth of his second child, has been given the green light to leave Old Trafford – but only on their terms.
United want at least £70million for Martial and are determined he moves abroad, despite interest from Premier League rivals Chelsea and Tottenham.
Paris St Germain and Bayern Munich are also in the hunt for Martial and it is understood the 22-year-old forward would favour a move to the French capital, where his partner, Melanie Da Cruz, has given birth.
With the Premier League transfer window closing on August 9, United are under pressure to bring in a replacement for Martial before letting him go, with Inter Milan star Perisic top of the list.
United boss Jose Mourinho tried to but Perisic last summer for a fee of around £40m, but the winger’s impressive World Cup campaign in Croatia’s march to the final, has pushed his value up to the £60m mark.
Martial is desperate to quit Old Trafford for a fresh start elsewhere and Mourinho will let him go, but only to a club of United’s choosing and for their £70m valuation.
Mourinho confirmed Matteo Darmian wants to leave United but said none of the offers the club have received for the Italian defender have been acceptable.

Matteo Darmian is determined to leave Manchester United as quickly as possible – even though his exit could leave Jose Mourinho in the lurch, writes Mirror Football’s David McDonnell.
Mourinho is short of right-backs for the start of the new season, with skipper Antonio Valencia and new signing Diogo Dalot both sidelined by injury.
Neither has a chance of being fit for United’s Premier League opener at home to Leicester a fortnight today, with Darmian pencilled in to start at right-back.
Mourinho could switch central defender Victor Lindelof to right-back or play England World Cup star Ashley Young there if Darmian, 28, has left by then.
Asked about leaving United, Darmian said: “Yes, that’s what I want, but we will see what happens because we don’t know.
“I want to play more regularly. Last season I didn’t play much – that’s my objective and my ambition.
“That’s why I spoke with the manager and also with the club about my future.
“We will see what happens. Honestly, I’m waiting. If I stay, I stay and I do what I did up until now.
“If I go, it’s because the offer that another team makes will be good.
“To play for probably the best club in the world is a good thing and for me it’s an honour to play for United.
“But we have to take decisions in our life and this is my decision. Italy? It could be an option, yes, probably.”
