The clip shows Mr Foster’s work vehicle edging closer to the driver’s window.
As the driver comes into view, Philip zooms into the driver’s window, showing what he is doing.
The man can be seen very clearly rolling a cigarette with both of his hands away from the steering wheel.
After finishing, the man admires his handiwork, holding up the cigarette, his hands still detached from the steering wheel.

The man has a passenger who seems unfazed by the driver’s carelessness, not even attempting to grab the wheel once.
The video is clear enough that the health warning on the pouch of tobacco can be read.
The video has been met with mixed comments, some slating the smoking driver.
Radek Thomas said: ‘Did you honk on him? That’s what I don’t if they don’t pay attention to the road.
Others joked about the footage, including John Dobson who posted: ‘I have a three-course meal while driving. Rolling a fag is child’s play!!’
