Flytippers dump mysterious rotting carcass in ‘dreadful’ disgusting new low

"A flytipped carcass" was dumped in an alleyway, with a rib cage and blood visible through a plastic container.

Andrea Johnson, an independent councillor for Compton in Plymouth, made the grim discovery on Wednesday January 5th.

She shared photos online of the apparent ribs in the box, saying "it’s the first time I’ve come across what appears to be a flytipped carcass!"

A spokesperson for Plymouth City Council has confirmed that officers have attended the location and an investigation is now being carried out.

Cllr Johnson has called for CCTV to catch the flytippers responsible, Plymouth Live reports.

She said: “It’s yet another example of the dreadful fly tipping in Mutley. And how CCTV is needed to catch the culprits in the act.

"I go into 2022 fighting the same issues of flytipping and environmental crime."

Cllr Johnson posted on Facebook about the incident: "It’s the first time I’ve come across what appears to be a flytipped carcass!

"As a public health hazard, this item has been reported to the Env Health team. The refuse fairy won’t magically remove this item and it should be disposed of responsibly."

A Plymouth City Council spokesman said: “We are aware of this incident and officers have visited the location. We will now carrying out an investigation with a view to pursuing environmental enforcement action.”

Plymouth City Council's website reads: "The illegal dumping of rubbish is called fly-tipping. We'll clear it up within 10 days of it being reported, or within 24 hours if it includes dangerous waste like needles.

"If the rubbish is on private land you can either remove this yourself, or you can call 01752 668000 for a quote for Plymouth City Council to remove.

"Fly-tipping is an environmental crime, as are littering, not clearing up your dog's mess and fly-posting. If you are caught fly-tipping you could face a £400 fixed penalty notice.
