from Prada birthday party to A-list pals<\/h3>\n<p><\/span><\/p>\n<p>\u201cA fairly basic requirement, you would think, for a dog,\u201d says Cat. <\/p>\n<p>\u201cBut a surprising number of our flat-faced breeds have such bulging eyes they literally cannot pull their eyelids all the way over their eyeballs.\u201d\u00a0<\/p>\n<p>Other requirements to qualify for breeding in the orange zone include no nose rolls, and the length of their nose must be at least half the length of their skull.<\/p>\n<p>The strict rules put some of our country\u2019s most-loved breeds at risk, with pugs, French bulldogs and other flat-faced toy breeds lining our streets.\u00a0<\/p>\n<p>But, Cat claims, it\u2019s for the dogs\u2019 own safety and quality of life.\u00a0<\/p>\n<p>\u201cThey\u2019ve already had their first conviction [in the Netherlands].
