Scotland\u2019s police chief yesterday made a humiliating apology after using an unmarked car to take her on a 120-mile trip to England when a train was cancelled.<\/p>\n
In her first appearance before the Scottish Police Authority (SPA), Chief Constable Jo Farrell said she had \u2018re-directed\u2019 a \u2018road policing vehicle\u2019 to take her home to Northumberland.<\/p>\n
The Mail revealed on Monday the officer who drove her across the Border during Storm Babet had turned on the unmarked car\u2019s emergency blue lights on his way to pick her up in central Edinburgh.<\/p>\n
The disclosure sparked a row over the \u2018misuse\u2019 of police resources less than two months after she began her \u00a3248,724 job and the trip was dubbed a \u2018taxpayer-funded taxi ride\u2019.<\/p>\n

Ms Farrell made the apology to members of the SPA board at a public meeting in Edinburgh, where she said Storm Babet had been one of the worst storms \u2018in living memory\u2019, creating \u2018dangerous and challenging\u2019 conditions.<\/p>\n
Meanwhile, she also made a desperate plea to the SNP Government for \u00a3128million of funding next year \u2013 in addition to an extra \u00a35million of \u2018contingency\u2019 cash this year \u2013 amid a deepening financial crisis which could lead to a recruitment freeze next year.<\/p>\n
Ms Farrell delivered a mission statement outlining her vision for the force but paused to \u2018publicly repeat an apology for an error in judgment\u2019.<\/p>\n
She told those present: \u2018With my usual police vehicle unavailable, I asked my office for a car to drive me home.<\/p>\n
\u2018A colleague who had been visiting Police Scotland was also driven home in the same vehicle.<\/p>\n
\u2018Having a road policing vehicle redirected to carry out this journey was an error of judgment.<\/p>\n
\u2018I apologise unreservedly to my colleagues, to the Authority and to the public.\u2019<\/p>\n
During Ms Farrell\u2019s trip, on October 20, she was accompanied by Assistant Chief Officer Gary Ridley of Durham Constabulary \u2013 her former force \u2013 who was giving unpaid advice on issues such as reducing bureaucracy.<\/p>\n
The trip left the Lothian and Borders area with just one traffic officer on shift.<\/p>\n
Martyn Evans, chairman of the SPA, told Ms Farrell: \u2018I want to recognise your apology for an error in judgment.\u2019<\/p>\n
Meanwhile, Ms Farrell said that the \u00a3128million police were seeking from the SNP Government was crucial.<\/p>\n
She said: \u2018Without that additional reform money, we are going to need to make difficult decisions as to how we police; my experience is that we will become a very reactive organisation.<\/p>\n
\u2018So our priority becomes in the high-harm, high-threat area \u2013 but our engagement, our visibility and our proactivity minimises without that investment.\u2019<\/p>\n
She said: \u2018This is an organisation that has saved \u00a32billion over the past ten years and is operating with over 500 or 600 police officers less than it was 18 months ago.\u2019<\/p>\n
David Threadgold, chairman of the Scottish Police Federation, which represents rank-and-file officers, said a recruitment freeze would be \u2018terrifying\u2019.<\/p>\n
The Scottish Government said \u2018despite difficult circumstances\u2019 it had \u2018increased funding by \u00a380million to \u00a31.45billion in 2023-24\u2019.<\/p>\n
